The Roadside Detention

The incident occurred on July 17 between 3:30 and 5:00 p.m. on Highway 211 near Woodburn, Oregon. The victim was driving when an unmarked SUV equipped with red and blue emergency lights pulled up behind their vehicle. Believing this to be a legitimate law enforcement stop, the driver pulled into a gravel turnout. Two men exited the vehicle, one armed with a rifle, and identified themselves as ICE agents.

The men forcibly removed the victim from their vehicle and conducted a search. The driver was then placed in the back of the suspects’ SUV, where a third person waited. Oregon State Police reported the victim was assaulted by this individual during the detention. After 15 to 20 minutes, the men released the victim without explanation. The driver sought medical treatment for injuries sustained during the assault.

Suspect Description and Warning Signs

Investigators described the suspects as wearing tactical vests bearing white lettering that read “POLICE,” along with badges similarly marked “Police.” The men wore boots, baseball caps, face coverings, and green long-sleeved shirts. Their vehicle was a newer model compact SUV, described as blue or gray, notably lacking visible license plates. Oregon State Police confirmed federal law enforcement agencies verified these individuals were not legitimate federal officers.

Following the assault, the victim received suspicious text messages from an unknown number claiming to represent a law firm offering legal representation for the incident. Investigators are examining whether these messages connect to the suspects.
