A federal report reveals three individuals received irreversible gender transition treatments as minors after doctors allegedly pressured them and their families, with one child undergoing double mastectomy at just 14 years old. The Department of Health and Human Services report claims financial incentives drove hospitals to push these life-altering procedures on vulnerable youth.
12-Year-Old Started on Path to Surgery
Clementine Breen was only 12 when doctors at Children’s Hospital Los Angeles told the preteen’s parents their child was absolutely transgender and faced high suicide risk without medical intervention. Breen had been struggling with body changes and unresolved trauma from earlier sexual abuse when discovering gender transition information online. Within two years, Breen underwent double mastectomy to remove breast tissue.
The report states Breen began puberty blockers at age 12 and testosterone at 13. By 18, after therapy revealed the gender distress connected to earlier trauma, Breen stopped testosterone treatment. The young adult now experiences pain, irregular menstrual cycles, and requires estrogen replacement. When seeking breast reconstruction, doctors questioned mental stability and some stopped responding entirely.
Severe Complications After Teen Surgery
Soren Aldaco encountered gender-related distress during adolescence after online communities presented transition as the proper response to those feelings. Multiple specialists prescribed testosterone with no indication providers considered alternative treatments, according to the federal report. Aldaco received double mastectomy while still a teenager, then suffered severe complications causing unforgettable pain.
The report criticizes the imbalanced care system, noting that while the pathway into treatment involved coordinated referrals and approvals across multiple providers, the pathway out offered no comparable support structure. Despite negative developments and complications, providers never initiated structured reassessment of the treatment plan.
Federal Funding Ends for Youth Treatments
The Trump administration terminated federal funding for youth gender transition treatments as CMS Chief Dr. Mehmet Oz warned of serious long-term health risks. The HHS report, titled “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine,'” alleges financial incentives encouraged hospitals to provide these treatments. Board-certified plastic surgeon Dr. Ira Savetsky supports the funding cut, citing lack of clinical evidence for irreversible surgeries performed on thousands of minors.
The report identifies insurance billing practices that may warrant further investigation. Breen, now studying theater at UCLA, questions how children can consent to losing fertility or breastfeeding ability when nobody verifies they understand those consequences. The report also notes Breen discovered letters in medical records falsely claiming a lifelong history of gender dysphoria.
