Federal agents arrested a 35-year-old Albany woman Wednesday after she purchased what she believed was an explosive device to attack the New York State Capitol and assassinate state senators, marking one of the most serious ISIS-inspired domestic terror plots in recent years.
FBI Sting Operation Exposes Terror Plot
Jessica Bowie faces federal charges for attempting to provide material support to ISIS after pledging allegiance to the terrorist organization through multiple audio recordings. According to Craig Tremaroli, FBI special agent in charge of the Albany field office, Bowie conducted surveillance at the Capitol building at least five times, photographing dozens of potential targets. She told undercover FBI informants posing as ISIS facilitators that she wanted to destroy as much of the building as possible and kill senators during their meetings.
The investigation revealed Bowie’s extensive planning between May and July. She communicated with FBI informants through social media, sharing detailed photos of the Capitol with circles marking intended targets. Bowie planned to disguise herself as a food delivery person, place the bomb in a delivery bag, and escape to Syria after the attack. She told informants she did not want to take such risks if the attack would only kill two or three people, emphasizing her goal of mass casualties.
Detailed Planning and Material Support
On August 5, undercover agents drove Bowie to a Home Depot and provided her with two hundred dollars. She purchased supplies including a large plastic bin filled with nails intended for the explosive device. Days later, she messaged informants requesting help obtaining a handgun and ammunition, stating she wanted something powerful but easy to conceal so she could shoot back at police during the operation. On Wednesday, Bowie met with informants and paid one hundred fifty dollars for a firearm that was actually inert before agents arrested her.
Security Response and Official Statements
Governor Kathy Hochul stated that security measures at the State Capitol had already been strengthened earlier this year amid rising political violence and threats against public officials. The state senators had adjourned for summer recess in June. New York City Mayor Zohran Mamdani called the alleged plot deeply alarming, emphasizing there is no place for terrorism or political violence anywhere in the country. First Assistant US Attorney John Sarcone noted that Bowie had been radicalized online and spread messages of hate and violence against the American people through various social media accounts traced back to her.
