DONNA, she needs mental counseling b/c obviously this is a “mental” issue. She would have to be very mentally sick to do this. No person in their right mind would ever do this sort of thing. It doesn’t sound like an adult prank; it sounds like something of the nature and immaturity of a wayward teenager who seems a little weird and bored at the same time… She definitely needs to stay locked up and helped. Paying her fine is going to do “nothing” for her.
